(February 2009) The California Department of Motor Vehicles (DMV) is the state agency responsible for the registration of motor vehicles and boats and the issuance of driver's licenses in the U.S. state of California. It is responsible for regulating new car dealers (through the New Motor Vehicle Board), commercial cargo carriers, private driving schools, and private traffic schools. DMV works with the Superior Courts of California to ensure that convictions are promptly recorded against drivers' licenses and that licenses are subsequently suspended or revoked when too many convictions are accumulated (as measured by a point-based system).     Red Asphalt is a series of instructional driver's education videos produced by the California Highway Patrol. The films are known for their graphic depictions of fatal car accidents. Horrendously injured and dismembered bodies are shown in the documentary, typically those of negligent drivers. Five volumes in the series have been produced, and some are still shown at some high schools and private driving schools. The film has been criticized by The Los Angeles Times for its poor acting and being a "joyless ride" of gruesome images and statistics; the paper also called Red Asphalt "the Reefer Madness of driving: Forget trying to reason with teenagers, just scare 'em."[1] The review went on to say that despite the film series' faults, they remain a "strange and enduring rite of passage,"[1] that have probably achieved their goals of reminding young drivers to slow down.     Texas World Speedway was built in 1969 and is one of only seven superspeedways of two miles (3 km) or greater in the United States, the others being Indianapolis, Daytona, Pocono, Talladega, California, and Michigan. TWS is located on approximately 600 acres (2.4 km²) on State Highway 6 in College Station, Texas. There is a 2-mile (3 km) oval, and several road course configurations. The last major race occurred at the track in 1981. The track is still used by amateur racing clubs such as the SCCA, NASA, driving schools and car clubs, as well as hosting music concerts and the like. During the 1980s the track fell into a state of disrepair, and both NASCAR and the IndyCar Series chose to drop it from the schedule. It continued to operate in a limited role for amateur racing.
